NCI Agency General Manager discusses improvements in capability delivery at NATO Resources Conference in Canada


On 23-25 May 2023, the General Manager of the NATO Communications and Information (NCI) Agency participated in the sixth edition of the NATO Resource Conference held in Ottawa, Canada. This marked his first visit to North America since assuming his role in July 2021.


The conference focused on the theme "Turning Ambition into Action: Delivering Common Funded Capabilities Better, Faster, Smarter," aiming to inspire and discuss key factors for successful capability delivery in a changing security environment.

General Manager Ludwig Decamps participated, alongside with representatives from Allied Command Operations (ACO), NATO Office of Resources (NOR) and national representatives in the panel discussion "Getting the Fundamentals Right (Doing Better)".

Reflecting on the insights from the previous day of the conference, the panel explored the core elements required to achieve improvement in capability delivery, such as organizational change, accountability, and finding constructive solutions to challenges.

"I want to start with a message of commitment: from me, the Agency, my staff, civilian and military, to partner with all of you (NATO enterprise) to do things better and embracing the challenges and opportunities of digital transformation", stated the General Manager during his introductory address.

Throughout the panel, Decamps emphasized the need for NATO to adapt to future challenges and potential threats, underscoring the importance of agility, partnership, accountability, and effective utilization of common funding to address evolving security challenges.

Further to his participation in the conference, Decamps visited Canada's Department of National Defence Headquarters, Shared Services Canada and held a number of strategic meetings with stakeholders such as the Agency Supervisory Board Principal Rear Admiral Luciano Carosielli and Associate Defence Chief Information Officer Sophie Martel. These meetings were an opportunity to discuss challenges in the domains of cyber, emerging and disruptive technologies, digital collaboration, space, cloud technologies and agile acquisition.
