NCI Agency and Belgian MOD renew interoperability agreement


On 20 September 2022, the NATO Communications and Information Agency (NCI Agency) and the Belgian Ministry of Defence signed the renewal of their memorandum of understanding (MOU).


The NCI Agency relies on Belgium Defences' communications and information system (CIS) personnel to support its CIS Support Unit (CSU) in Brussels. Belgium's support to CSU Brussels began through an MOU signed in March 2014. The NCI Agency's General Manager Ludwig Decamps and Major General Frederik Vansina renewed their collaboration this week, at the Belgian Delegation to NATO, in Brussels.

"I'm eager to sign this agreement not only as a General Manager, but also as a Belgian. This symbiotic relationship between the NCI Agency and the Belgian military reflects the importance of partnerships within NATO," said General Manager Ludwig Decamps.

Under the lead of David Jenkins, Head of CSU Brussels, and Lieutenant Colonel Karel Boes, Belgian MOD, a team of experts worked jointly on the updated MOU. The new agreement captures CSU Brussels' requirements for specific Belgian CIS personnel, tasks and competencies. This ensures that military personnel with relevant CIS skillsets can work within CSU Brussels.

CSU Brussels is responsible for delivering multi-level information and communication technology (ICT) support to NATO HQ. This includes workstations, voice, video and data communications, multi-network operations and all other necessary CIS support personnel the headquarters may require. As new ICT technologies and the competencies required to exploit them constantly evolve, this renewed agreement reaffirms the necessary interoperability between the Agency and Belgium.

General Manager Ludwig Decamps and Major General Frederik Vansina stressed the importance of this collaboration to ensure the new MOU covers current times and future challenges in the domain of information, communications and technology.

"Belgian commitment to the support of ICT in NATO HQ goes a long way. I'm very honoured to sign this document that defines the specific collaboration between the Ministry of Defence and the NCI Agency," said Major General Frederik Vansina.
