NCI Academy to procure extensions to missile defence exercise capability


The NATO Communications and Information (NCI) Academy is seeking industry's support to extend the capability used to train and exercise the ballistic missile defence community in NATO.


Proliferation of ballistic missiles poses an increasing threat to NATO populations, territory and forces. The ballistic missile defence community in NATO must train and exercise together regularly to ensure they are ready to respond to threats from ballistic missiles.

NATO has an existing education, training and exercise capability managed by the NCI Academy. This project will extend that capability to cover the additional requirements for the missile defence community.

"The ballistic missile defence community has very specific needs for exercises. With this project, we aim to expand our already robust capability to ensure it remains suitable for education and training, as well as exercises," said Tom Koolen, Project Manager for the effort.

The project is split in four work packages, three of which will be procured through a best value acquisition. Work Package 3, however, will be procured under a Basic Ordering Agreement competition. A Request for Quotation (RFQ) for WP 3 is expected in May 2021.

With Work Package 3, valued at approximately 555,000 EUR, the Academy aims to select a contractor to deliver a ballistic missile defence information management portal. Invitations to bid on work packages 1, 2 and 4 were released in January.

NATO's Ballistic Missile Defence (BMD) Programme combines assets commonly funded by all Allies, as well as voluntary contributions provided by individual Allies.

The programme works with the participation of the Allies, who volunteer interceptors and sensors, as well as information from their command and control systems. The NATO Communications and Information (NCI) Agency provides the critical NATO battle management command and control technology, or "glue," that connects them. The BMD programme enables NATO Nations to act as a single unit when responding to a ballistic missile threat or attack, which requires very quick and coordinated action.
