NCI Academy kicks off UN Defence Capacity Building Project

From 19-22 September 2022, the NATO Communications and Information Agency (NCI Agency), together with NATO HQ and the United Nations C4ISR* Academy for Peacekeeping Operations (UNCAP), kicked-off a strategic Defence and Security Related Capacity Building (DCB) project in Entebbe, Uganda.

UNCAP is the Information and Communications Technology (ICT) and C4ISR training centre for UN peacekeeping personnel. The training centre's objective is to enhance the preparedness of uniformed signals and C4ISR personnel through specialized training, ensuring they can successfully navigate and function in a UN environment.

As an accredited NATO Education and Training Facility (NETF) that teaches courses on a variety of topics including C4ISR and cyberspace, the NCI Academy was chosen by NATO HQ to lead the DCB project. Supported by the NATO Digital Workplace Centre, and in collaboration with UNCAP, the Academy will assess the UN C4ISR training and learning environment and deliver solutions to the challenges and opportunities facing UN peacekeeping personnel.

The Academy will share customizations of NATO's C4ISR and cyberspace training courses to allow the development of tailored courses. Academy instructors will also provide in-person and virtual training to UNCAP trainers, mentor them on the training development, delivery and Academic operations, and share best practices for continuous improvement.

"We see the DCB project as being mutually beneficial; allowing the NCI Academy to share experience and best practices to help build the UNCAP maturity and offering, as well as learning from their operating model to improve our own Academy agility," said Colonel António Rosa, Dean of Academics at the NCI Agency.

The DCB project is a two-year "triangular partnership" with the NCI Agency, NATO HQ and UNCAP that aligns with NATO's goal to contribute to international peace and security, as laid out in the Strategic Concept.

*C4ISR stands for Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance.
